Hyderabad: The state cabinet made major decisions on Friday to improve the operations of the Department of Roads and Buildings, fight drug cartels by strengthening the state police and bolster B.C. welfare residential education institutions.

The Cabinet approved the reorganization and decentralization of the R&B sector to meet the growing demand for continuous improvement of road conditions, sanctioning 472 additional posts at various levels, while various branches of the National Police will fill 3,966 posts.

As for BC benefits, the Mahatma Jyotiba Phule Backward Classes Welfare Residential Educations Institutions approved 2,591 new positions. The positions are for the four junior colleges, 15 degree colleges and 33 boarding schools which are operating this academic year.

The state cabinet meeting in Pragathi Bhavan chaired by Chief Minister K Chandrashekhar Rao also agreed to create new offices, release additional funds and several other proposals from the R&B sector to streamline workflow and responsibilities. The cabinet also authorizes officials to carry out various repair and reconstruction work in emergency situations.

The 472 new positions in the R&B sector include 3 new Chief Engineer (CE) positions, 12 Supervisor Engineer (SE) positions, 13 Executive Engineer (EE) positions, 102 Associate EE positions, 163 Assistant EE positions, 28 Departmental Accounting Officer positions and many technical and non-technical staff positions. The Cabinet also directed the department to conduct the recruitment process and complete the promotion process as early as possible.

The approved new offices and infrastructure include three CE offices, 10 circular offices, 13 division offices and 79 division offices covering the roads, building, electrical and national highway wings within the department. It also approved the proposal to allocate additional funds to the current finance and approved Rs 1,865 crore for regular road maintenance works.

The Cabinet approved Rs 6.35 billion for repairing and rebuilding of roads that were cut and washed away during natural disasters.

An additional Rs 1.29 crore will be allocated annually to enable officials at CE to DEE levels to carry out their work without waiting for approval. They also have the right to assign jobs based on nominations in case of emergency.

Hence, DEE is allowed to approve works up to Rs. 2 lakh each with an annual limit of Rs. 2.5 lakhs, EEE up to Rs. 2.5 lakhs each (annual limit of Rs. 2 crore) and CE up to Rs 1 crore (annual limit of Rs 3 crore) at discretion.

It was also decided to give officials in the building sector similar powers to act in emergency situations.
