GHMC said it had detected an unauthorized extra floor and issued a display reason notice on January 3

Hyderabad: Hyderabad Municipal Corporation (GHMC) has issued a show cause notice to building owner Patlori Padmaja to deviate from the approved permit plan and Occupation of slabs and columns on the fourth floor by an unauthorized third party.
The notice was issued under the GHMC Act and the Telangana State Building Permit Approval and Self-Certification System (TS-bPASS) Act for unauthorized third- and fourth-storey buildings, while building permits are only for two-storey buildings.
The owner of the plot near Kukatpally BJP Office Road had obtained a building permit for the stilts and the upper two floors in March 2021, but started building the third and fourth floor slabs without permission. Today, while the RCC slab on the fourth floor was being poured with ready-mix concrete, the slab collapsed, as did the slab on the third floor, leaving two workers trapped in the rubble.
With the help of GHMC’s Disaster Response Force (DRF) and the fire department, debris was removed to recover the body.
GHMC said it discovered the unauthorized additional floors and issued a show cause notice on January 3 directing further construction to stop. However, the owner ignored the notice and proceeded to lay the fourth slab on January 7. The slab collapsed due to negligent safety precautions during the concrete laying process, the city agency said in a release.
GHMC proposes criminal prosecution of building owner/site engineer for negligence in carrying out construction.
