Monsoon session of Parliament to start today, 31 bills expected to be discussed



New Delhi: The monsoon session of parliament began on Thursday, with the opposition demanding a statement from India’s prime minister outraged by the situation in Manipur.

Parliamentary Affairs Minister Prallad Joshi said the monsoon session will consider 31 bills.

These include the Digital Personal Data Protection Act 2023.

Other important legislation expected to be discussed at the meeting includes the Bill to Replace the Delhi National Capital Territory Government (Amendment) Regulations, 2023, which was enacted in May this year. The ordinance deals with the control of services in Delhi and was issued after the Supreme Court’s ruling on the Delhi government’s appeal.

The Congressional Affairs Minister said yesterday that 34 political parties and 44 leaders participated in the government’s all-party meeting to smooth the monsoon session, which will last until August 11 and will hold 17 meetings.

Other bills on the government’s agenda include Motion Picture Cameras (Amendment) Bill 2019; DNA Technology (Use and Application) Regulation Bill 2019; Mediation Bill 2021; Biodiversity (Amendment) Bill 2022; Forests (Conservation) Amendment Act, 23; Constitution (Scheduled Tribes) Order (Third Amendment) Act, 2022 (for Himachal Pradesh); Constitution (Scheduled Tribes) Order (Fifth Amendment) Act, 2022 (for Chhattisgarh); Postal Services Act, 2023; National Cooperative Universities Act, 2023;

The list also includes IMF and Bank Notes, 2023; Temporary Levy Act, 18 of 2023; National Dental Council Act, 2023; National Nursing and Midwifery Council Act, 2023; Medicines, Medical Devices and Cosmetics Act, 2023; Act, 2023; Journal Publications and Registration Act 2023; Advocates (Amendment) Act 2023; Mines and Minerals (Development and Regulation) Amendment Act 2023.

Railways (Amendment) Bill, 2023; National Research Foundation Bill, 2023; Constitution (Jammu and Kashmir) Scheduled Castes Order (Amendment) Bill, 2023; Constitution (Scheduled Castes) Order (Amendment) Bill, 2023 and Constitution (Jammu and Kashmir) Scheduled Tribes Order (Amendment) Bill, 2023 are also among the 31 bills on the government’s agenda.

Earlier this month, the Coalition Cabinet approved the Digital Personal Data Protection Bill 2023.

The government withdrew the Personal Data Protection Bill from parliament last August and said it would introduce a new bill. The Supreme Court ruled in 2017 that privacy is a fundamental right, and the Digital Personal Data Protection Act 2023 is an important pillar of the Center’s overall framework for technology regulation.

The previous version of the bill was drawn up after extensive consultations with a joint parliamentary committee, which also reviewed it. The government has held another round of consultations to develop the new bill.

The Act to replace the Government of National Capital Delhi (Amendment) Regulations 2023 seeks to establish the National Capital Civil Service Authority to be composed of the Chief Minister, Delhi Chief Secretary, Delhi Chief Home Secretary.

The Bureau will advise the Lieutenant Governor (LG) on the transfer and appointment of officers and on disciplinary matters.

While the government is expected to push the legislative agenda, the opposition plans to raise several issues including violence in Manipur, railway safety, unemployment, inflation, India-China border standoff and trade imbalance between the two countries.

Prahad Joshi said the government had sought support from opposition parties to ensure smooth functioning of parliament during the monsoon session.

“The government is ready to discuss all issues in the monsoon session. We appeal to the opposition parties to support the smooth functioning of Parliament,” Joshi said after yesterday’s all-party meeting.

Some political parties plan to move adjournment motion on issues such as violence in Manipur on the first day of the monsoon session of Parliament today.

The opposition insisted that the discussions should take place in the presence of Prime Minister Narendra Modi.

The Congress said on Wednesday that the party would bring up the violence in Manipur during the session. “Today, at the beginning (of the meeting), I reserved my opinion.

Our first question is the violence in Manipur. The Prime Minister should come to Parliament to answer questions. We will move a motion for adjournment on the matter tomorrow,” Congress leader Adhir Ranjan Choudhary said after attending an all-party meeting.

The Speaker of the Lok Sabha, Om Birla, also chaired the Business Advisory Council meeting ahead of the meeting.

He said the leaders of all parties had pledged to cooperate in the proceedings of the House of Representatives.
