New Delhi: In light of reports that girls were “sold on stamp paper” in some parts of Rajasthan and their mothers were raped to settle the dispute, the National Human Rights Commission has asked the Chief Secretary to provide a detailed report on the matter, along with actions taken Reports, actions taken and, if not, recommended actions to prevent such incidents from occurring.
The National Human Rights Commission (NHRC) said the report must also contain how the state government has ensured the Gram Panchayat’s functions under the Constitution or the Panchayati Raj law to eradicate the caste system that affects human rights and the right to dignity of girls and women in the state.
A circular has also been issued to the Rajasthan Police Chief for a detailed report mentioning criminal prosecutions against the perpetrators of such crimes and their instigators/sympathizers.
The top human rights body said the report must contain the status of the case, including FIR registrations in such incidents, charge sheets, arrests (if any), and mechanisms activated to apprehend those involved in such systematic meat-trafficking crimes. nation.
“The report must also mention measures being taken or proposed against civil servants who claim to have neglected permanent prevention of such incidents. The Chief Secretary and Deputy Director-General are expected to respond within four weeks.”
The NHRC also said that girls aged 8-18 are reportedly auctioned off to recover money when disputes arise between the two parties, especially involving financial transactions and loans. The girls were sent to UP, MPs, Mumbai, Delhi and even foreign countries and were physically abused, tortured and sexually assaulted in slavery.
It said media reports had documented the ordeal suffered by many victims of such appalling crimes.
According to media reports, whenever there is any dispute between the two parties in Birwala, they will not go to the police, but seek a solution to the caste committee. The Committee notes that media reports, if true, amount to a violation of the human rights of the victims of this abhorrent practice. It also requested its Special Rapporteur, Umesh Kumar Sharma, to visit and inspect the affected areas and to submit a comprehensive report on the incidents noted and prevailing practices in the area as early as possible, preferably no later than three months .
