The Roads and Buildings Department is proposing to cut the circular jurisdiction of each lead engineer to 1,500km from the existing 2,500km.

Hyderabad: To speed up work at the grassroots level and ensure efficiency and accountability, a major restructuring of the Panchayat Raj and Rural Development and Roads and Construction sectors is being envisaged, with a particular focus on devolution of authority to officials.
This comes after Chief Minister K Chandrashekhar Rao directed to speed up works, especially in rural areas of the state.
Accordingly, the various departments are now developing action plans for the proposed reorganization, especially in terms of reducing authority, decentralization, etc.
The Roads and Buildings Department is proposing to cut the circular jurisdiction of each lead engineer to 1,500km from the existing 2,500km. Likewise, it is planned to reduce the dividing circle limit from 1,100 kilometers to 800 kilometers. This will allow for better monitoring and execution of works, including making repairs efficiently and without taking too much time, a senior department official said.
Roads and Buildings Minister V Prashanth Reddy has held meetings with officials on the action plan, which is being prepared under the roadmap drawn up by the chief minister.
In terms of decentralization, the department also plans to delegate specific budget work to officials at all levels.
Likewise, Panchayat Raj and the rural sector are working on restructuring action plans. Under this initiative, steps are being taken to ensure the deployment of a Supervisor Engineer (SE) in each region. The idea is to ensure that one SE covers about six to seven parliamentary constituencies. To expedite roadworks, the department is considering assigning powers to SE, DE and AE to prepare estimates and approve works at their respective levels, just as the irrigation department has done.
Currently, there is only one chief engineer and one chief engineer in the engineering section of the PR&RD department. To ensure better administrative convenience, the department proposed hiring two more chief engineers.
All these action plans will be submitted to the government soon. The plans will be discussed and approved during a cabinet meeting, officials said.
