TERRACE / VICTORIA — The B.C. provincial government has launched two major healthcare initiatives this week, focusing on saving lives in the opioid crisis while tightening the grip on patient privacy protections following a series of data breaches.
$50 Million Boost for Nasal Naloxone
On February 19, 2026, the province announced a $50 million investment specifically to expand the distribution of nasal naloxone. This move is a critical development for the Skeena region, where vast geography and remote terrain often lead to longer ambulance response times.
Unlike the injectable version, the nasal spray is easier for untrained bystanders to administer, making it an ideal tool for harm reduction in rural communities. The announcement coincides with news from a Vancouver-based pharmaceutical firm that it has the capacity to produce a cheaper domestic version of the spray, which could significantly reduce the long-term operational costs of the provincial program.
Privacy Commissioner Blasts Healthcare “Snooping”
While the province moves to expand medical access, Information and Privacy Commissioner Michael Harvey is raising alarms about how that access is being managed.
A report released on February 18 detailed 71 incidents of unauthorized access to medical records following the April 2025 Lapu Lapu tragedy in Vancouver. Although the tragedy took place in the Lower Mainland, the investigation revealed that the 36 healthcare workers involved in the “snooping” were from various regions across the province.
Commissioner Harvey described the unauthorized access as “illegal, unethical, and an egregious invasion of privacy,”prompting a call for more robust safeguards as the province continues to digitize healthcare records. The findings have sparked a regional conversation in the Northwest about the trade-offs between a modernized, accessible health system and the absolute necessity of patient confidentiality.
