OTTAWA, ON – Canada is preparing for a significant evolution of its Express Entry immigration system in 2026, with major changes targeting critical labour shortages, including healthcare, and reinforcing national strategic priorities. These updates, driven by the federal government’s annual review process, will affect how highly skilled workers qualify for permanent residency (PR).
1. Dedicated Express Entry Stream for Physicians
The first major change is the formal launch of a new, targeted category for physicians, announced by Immigration Minister Lena Diab on December 8. This new stream differs from the existing healthcare category in its criteria:
- Experience Requirement: Candidates must have at least one year of Canadian work experience in an eligible occupation, gained within the last three years.
- Focus: Unlike the existing healthcare category, which accepts Canadian or international experience, the new stream requires exclusively Canadian experience to qualify.
Draws under this new category are scheduled to begin in early 2026. This measure is designed to retain doctors already working in Canada on temporary visas, providing them with a clearer path to permanent status.
2. Potential New Strategic Categories
The federal government has also proposed the introduction of three additional occupational categories for category-based selection draws in 2026. These proposals are subject to final review:
- Leadership (Senior Managers): Aimed at highly skilled senior managers who oversee operations and lead teams.
- Research and Innovation: To prioritize researchers and scientists whose work can drive long-term economic performance and innovation.
- National Security and Defence: To support the Canadian Armed Forces by prioritizing highly skilled military recruits from partner nations.
3. Increased Provincial Nominee Program (PNP) Focus
The federal government’s plan to meet higher admissions targets for 2026 will result in an increased nomination allocation for Provincial Nominee Programs. Since PNP streams were the most frequently drawn program under Express Entry this year, candidates seeking PR through provincial nominations can expect more opportunities in 2026. Provinces are expected to be informed of their increased nomination allocation in early 2026.
4. Major Overhaul of the NOC System
Central to almost all immigration pathways, the National Occupational Classification (NOC) system is preparing for a major structural and content overhaul in 2026. The federal government conducts this comprehensive review every five years to ensure it reflects current labour market conditions.
- The upcoming 2026 revision has been designated as a major update.
- A total of 165 unit groups are expected to be impacted by revised titles, definitions, and main duties.
Any changes to job titles or occupational categories in the NOC could directly affect who qualifies for specific Express Entry programs. An official announcement is anticipated in December 2025, with implementation scheduled for 2026.
Other Key Changes Ahead
The 2026 immigration landscape will also feature:
- Francophone Immigration: The target for Francophone admissions outside Quebec is set to increase to 9% for 2026, part of a broader commitment to reach 12% by 2029.
- New Language Test Option: The Test of English as a Foreign Language (TOEFL) is expected to be added as an accepted English language proficiency test for PR applications, providing foreign nationals with a new option alongside CELPIP, IELTS, and PTE Core.
