OTTAWA, ON – The Government of Canada has announced a major investment of $357.7 million to establish the new Regional Defence Investment Initiative (RDII). The funding is intended to strengthen Canada’s domestic defence industrial capacity and build a more resilient foundation to meet the needs of the Canadian Armed Forces (CAF).
This initial investment is positioned as a foundational step toward a forthcoming Defence Industrial Strategy, with a goal of driving research, innovation, strengthening domestic supply chains, and improving access to capital for Canadian small- and medium-sized defence businesses.
Strategic Focus on Northern and Pacific Capabilities
The RDII is designed to make targeted regional investments “from coast to coast to coast,” leveraging the expertise of Regional Development Agencies. The investment is particularly relevant to the North and the West Coast:
- Northern and Arctic Readiness: The Honourable Rebecca Chartrand, Minister of Northern and Arctic Affairs, emphasized the vital role of local enterprises. “Northern and Indigenous businesses are at the core of regional economic development and they play a vital role in Arctic security and community resilience,” she said. Investing in their capabilities is intended to bolster Canada’s defence and Arctic readiness.
- B.C. and Pacific Innovation: The Honourable Gregor Robertson, Minister responsible for Pacific Economic Development Canada, stated that B.C. is “poised to lead the way in defence innovation.” He added that Pacifican’s investments through the RDII will “catalyze an invaluable sector—creating jobs and building Canada strong”.
Minister of National Defence, David J. McGuinty, highlighted the necessity of the move. “A secure Canada depends on a defence industry that is innovative, resilient, and ready… This is about protecting our sovereignty, fueling economic growth, and ensuring Canada is never caught unprepared”.
Economic Scale and Industry Support
The Canadian defence industry currently contributes nearly $10 billion to Canada’s GDP and supports over 81,000 jobsnationally. Small and medium enterprises (SMEs) are the backbone of this sector, representing 92 per cent of the industry.
The investment builds on the federal government’s commitment to increase defence spending to 2 per cent of the gross domestic product (GDP). By strengthening the relationship between government and industry, the RDII aims to drive innovation, investment, and economic growth across every region of the country.
