    Kitimat’s 2026 Budget – Property Taxes Rise 4.79% as Council Pivots to Cost-Recovery

    KITIMAT, BC — Getting the municipal books to balance in 2026 is going to cost a little more for residents and businesses alike. On April 22, 2026, Kitimat Council moved forward with its 2026 budget, passing the first three readings of both the Five-Year Financial Plan Bylaw and the Tax Rates Bylaw.

    The headline figure? A 4.79% increase in property tax revenue compared to 2025, as the District grapples with the rising costs of infrastructure and service delivery.

    The “Point of No Return” Flat Tax

    A defining (and often debated) feature of Kitimat’s fiscal identity remains intact for another year: the Residential Flat Rate Tax. Maintained since the 1990s, the flat rate for 2026 has been set at $800.

    While the flat tax provides a predictable revenue base for the District, it remains a “use it or lose it” policy. Under B.C. provincial law, if a municipality ever chooses to abandon a residential flat tax, they are legally prohibited from ever reintroducing it. For now, Kitimat Council is sticking with the status quo to ensure fiscal stability.

    The New Cost-Recovery Model – What You’ll Pay

    Beyond property taxes, the District is shifting toward an “aggressive cost-recovery model.” Essentially, if you use a specific municipal service, you’re going to be footing more of the bill directly.

    Effective April 20, 2026, several fee structures were overhauled. If you’re looking for a police check or a tax certificate, be prepared for some sticker shock:

    Fiscal Realignment

    The 4.79% tax hike reflects the broader inflationary pressures hitting the Northwest. By increasing fees for administrative and police services, the Council aims to take the pressure off the general tax base and place the cost on the individuals and corporations directly requesting the services.

    The Five-Year Financial Plan is expected to be adopted officially in the coming weeks. For residents, the message is clear: the cost of running a modern industrial town is climbing, and the 2026 budget is the District’s roadmap for paying the tab.
